Abstract : In 2021, there were 1,425 lots of waqf (endowed) land, covering a total area of 1,655.14 acres, registered under the Selangor Waqf Corporation, Malaysia (PWS). Out of these figures, 1,321 lots of land with a total area of 1,461.78 acres, or 93%, have been utilised for public purposes. However, there are still 193.36 acres that have not yet been utilised to enhance the well-being and benefit of the community. Several obstacles were identified, including limited understanding of waqf functions, legal barriers, and the restricted role of Baitulmal in overseeing waqf land. The focus of this study was to explore how scholars view the functions and potential of waqf land, as well as the governance process towards developing more productive waqf land based on Islamic law. This research involved both Library Research and Field Research, adopting a qualitative approach. Its objective was to determine the conceptual relevance to real-world conditions and to elucidate the meanings behind various phenomena. Based on this research, it can be concluded that the development of productive waqf land, based on the principles of Islamic law, can enhance the economic viability and quality of the governance system of waqf land in Selangor, Malaysia.
